I.Legal Basis
The exit and entry administration law of the People's Republic of China, the administrative measures for the examination and approval of aliens' permanent residence in China and their implementation provisions, the reply on the implementation of the entry and exit policies and measures in support of the construction of the free trade zone and innovation-driven development in Guangdong, and the notice on the implementation of 12 policies and measures to facilitate the entry and exit of migrants.
II.Eligibility criteria
1. Have worked in Guangdong for 4 consecutive years, have lived in China for not less than 6 months each year, and have earned 630,000 rmb per annum (before tax) for 4 consecutive years at the time of application and before the date of application, foreigners who pay personal income tax of more than RMB 126,000 per year may apply for permanent residence in China upon the recommendation of their work units.
2. Has worked continuously in Guangdong for at least 4 years, and has lived in China for not less than 6 months each year, for four consecutive years at the time of application and before the date of application, the annual wage income shall not be less than six times the average wage of Zhuhai employees in the previous year, and the annual individual income tax shall not be less than 20% of the annual wage income standard, you can apply for permanent residence in China upon the recommendation of your work unit (foreign spouses and minor children can apply with you).
III. Method of application
The applicant shall apply to the entry-exit administration department of the public security organ at the place of permanent residence or, if the place of residence and the place of work are not in the same area, to the entry-exit administration department of the public security organ at the place of work. They may also entrust relatives and state organs or relevant legal persons to apply on their behalf:
Application for entrusting relatives : a notarized power of attorney signed by the applicant, indicating the relationship between the applicant and the entrusted person, the reasons for entrustment, etc. , and providing proof of identity of the entrusted person;
Application from the entrusted organization : a power of attorney signed by the notarized applicant, indicating the basic information of both parties and the entrusted matters, and The Undertaker shall provide a power of attorney from the entrusted organization;
Power of attorney issued by a foreign country: must be certified by the Chinese embassy or consulate in the country.

IV. Application Materials
1. Fill in the application form for permanent residence in China (for the employee, his/her spouse and children) in triplicate and submit 3 color photos (48 × 33 mm) with bareheaded and bareheaded faces on white background.
2.The applicant's valid foreign passport and residence permit (if the applicant holds an old passport and has applied for a certificate, the applicant must submit the old passport at the same time) ;
3. A health certificate issued by a Health Quarantine Department designated by the Chinese government or by a foreign medical institution certified by the Chinese Embassy or consulate abroad;
4.A certificate of no criminal conviction issued by the Chinese embassy or consulate abroad (the time for issuing the certificate and the certificate must be within 6 months before acceptance) ;
5.Personal history of the applicant (18 years of age, continuous) . The former Chinese nationals should indicate the acquisition of permanent residence and naturalization, and submit: Foreign Residence Certificate, Naturalization Certificate (translation required) , Chinese passport at the time of naturalization, and certificate of household registration cancellation;
6.Wage certificate for 4 consecutive years prior to the date of application issued by the work unit;
7.Certificate of individual tax payment issued by the tax authorities (the tax payment time shall be 4 consecutive years before the application) ;
8.A letter of recommendation from your current employer (indicating that you have worked in Guangdong for 4 years and your income and taxes have met the standards) ;
9.“Foreign expert certificate” or“Alien employment certificate” or“Alien work permit”(the validity period of the certificate shall cover four consecutive years before the application, and the information shall be consistent) ; Those who submit the“Work permit for foreigners” need to scan the QR code to print the“Information of Personnel Certification” at the same time;
10.The registration certificate (such as copy of business license and organization code) and annual inspection certificate (covering 4 consecutive years before the application) of the working unit; if it is a foreign-invested enterprise, the approval certificate of the foreign-invested enterprise is also required
11.The registration form for temporary accommodation of aliens with the official seal of the local police station of their place of residence (except in hotels) ;
12.Other supplementary materials required by the public security organ.
V. Notes
1.Fill in the application form in black ink/pen and submit the original; other materials in triplicate, check the original and submit a 4 copies;
2.Certificates issued by foreign institutions shall be authenticated by the Chinese embassy or consulate in the country; foreign materials shall be translated into Chinese, and the translation copy and the copy of the business license of the translation company shall bear the seal of the translation company;
3.The contents of the passport information page should be clear and legible. If the information can not be identified due to handwriting or obscure characters, please provide the description of the embassy or consulate in China or a Chinese translation;
4.If a foreign Chinese changes his name after naturalization (his English name is not transliterated from Chinese) , the change of name shall be notarized
5.If you need to print your Chinese name on your permanent resident identity card, state“You need to print your Chinese name: XXX” in the“Other matters to be noted” column of the application form; otherwise, fill in“None”;
6.The time taken for Public Security Bureau investigation and verification shall not be included in the processing time limit.
